STANLEY COUNTY COMMISSION
MINUTES
SEPTEMBER 25, 2018
The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen with Commissioners, Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa. Also present were Fairgrounds Manager Scott Deal, Phillip Mathews, Gerald Mathews and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Mike Kenzy, to approve the Agenda. All voted Aye. Motion Carried.
DISCUSSION: Fairgrounds Manager Scott Deal will present a proposal to the South Dakota High School Rodeo Association during their annual meeting on September 29, 2018, vying for the 2020-2021 High School Finals to be held at the Stanley County Fairgrounds. Scott requested additional funding for his 2019 budget for upgrades to the fairgrounds.
Phillip Mathews and Gerald Mathews requested gravel be put on War Creek Road near their property. With the recent rains it is sloppy. Chairman Iversen informed Phillip and Gerald that he spoke with Highway Superintendent Lee Smith. As soon as the highway department finishes County Line Road and a portion of Bad River Road, they will work War Creek Road.
Auditor Burtch informed the Commissioner that the Fort Pierre Fire Department is working on a different design for the new fire hall to be located on SD Highway 1806 north. It will be smaller than the original design, cost will be less. At the most, they will be asking for an additional $40,000.00 a year from the County until the loan for the construction of the building is paid in full.
ADOPT BUDGET: Motion by Sonny Harrowa, second by Dennis Booth, that the Provisional Budget as amended, and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2019, and ending December 31, 2019. All voted Aye. Motion Carried.
RESOLUTION 2018 – 10
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA
Whereas, (7-21-5 thru 13), SDCL provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and
Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and
Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.
NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2019, and ending December 31, 2019, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 25th day of September, 2018.
The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor Stanley County, South Dakota. The accompanying taxes are levied by Stanley County for the year January 1, 2019, through December 31, 2019.

2019 JOHN DEERE 772GP MOTOR GRADER: Motion by Craig Heller, second by Dennis Booth, to lease a 2019 John Deere 772GP Motor Grader for 6 annual payments of $14,300; $319,269 minus trade value of 2012 John Deere 772G Motor Grader of $111,500, purchase option after 6 years of $217,850. All voted Aye. Motion Carried.
SUPPLEMENTAL BUDGET: Motion by Dennis Booth, second by Mike Kenzy, to authorize the Auditor to post a Notice of Hearing on October 2, 2018, in the Commission Room, to consider supplementing the 2018 Annual Budget as follows:
