April 2, 2024
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, and Gary Grittner. Commissioner Sonny Harrowa was absent. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Government Building Manager Rick Striker, Register of Deeds Patti Duffy, Highway Superintendent Lee Smith, Emergency Manager Troy Blevins, Lori Jacobson, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for March is $14,980.51, Wheel Tax collection is $8,710.70, and delinquent taxes to collect is $66,368.79.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the February 2024, Budget Expenditure Report showing each department’s expenses as of February 29, 2024, and Outstanding Disbursements as of April 1, 2024.

Kristi explained to the Commissioners that the advancement of technology has fueled the adoption of loT technology in smart cities to manage traffic flows, monitoring city infrastructure and monitor air quality and water quality. Emergency Manager – Proclamation – Severe Weather Preparedness Week: Motion by Gary Grittner, second by Dana Iversen, to approve to adopt the Proclamation to observe and proclaim April 8 through April 12, 2024 to be Severe Weather Preparedness Week. All voted Aye. Motion Carried.
Hughes/Stanley County Emergency Management Outdoor Alert Siren activation Standard Operating Procedures: Motion by Dana Iversen, second by Mike Kenzy, to accept and approve Chairman Heller to sign the Hughes/Stanley County Emergency Management Standard Operating Procedures Outdoor Alert Siren Activation. All voted Aye. Motion Carried.
Local Emergency Planning Committee Bylaws: The Commission would like more information.
Fairgrounds – 1986 Case 580K Backhoe: Motion by Gary Grittner, second by Mike Kenzy, to surplus the 1986 Case 580K Backhoe, with a value of $0.00, to sell it. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of March 2024, which consists of snow removal, blading, haul gravel, and service and repair equipment.
SD DOT Pavement Marking Joint Powers Agreement: Lee Smith informed the Commission that the 1.46 miles of paved road no longer exists, therefore, this Agreement is not needed.
2024 Community Health Services Contract: Motion by Dana Iversen, second by Gary Grittner, to accept and approve Chairman Heller to sign the 2024 State of South Dakota County Contract for Provision of Community Health Services between Stanley County and SD Department of Health Family and Community Health Child and Family Services. All voted Aye. Motion Carried.
River Cities Public Transit Letter of Support for Federal Funding: Motion by Dana Iversen, second by Mike Kenzy, to support River Cities Public Transit Federal Funding Request and approve Chairman Heller to sign the letter of support. All voted Aye. Motion Carried.
Catholic Community Foundation 2024 Raffle: Motion by Dana Iversen, second by Mike Kenzy, to approve Catholic Community Foundation 2024 Raffle. All voted Aye. Motion Carried.

This year’s National County Government Month pillars of ForwardTogether platform are: Connect, focuses on building bridges to advance excellence and networks in county government; Inspire, focuses on driving community engagement and residents’ trust in county government; and Lead, focuses on spearheading local, state, federal and tribal intergovernmental partnerships, and commonsense policy.
March 21, 2024 - Traffic Projected to be using new bridge by summer: Officials in Pierre and Fort Pierre were updated on where progress is with construction of the new John C. Waldron Memorial Bridge over the Missouri River. Chris Baker with P-R Firm Project Solutions says the new bridge will see traffic this summer…
At some point in April, traffic will go back to the two-way alignment east bound lane of the existing bridge. Coinciding with that will start the 10-foot width restriction detour that will last throughout the entire season. Also, the west bound lanes on the new bridge will be graded and paved. As we get through the summer, the two-way traffic alignment will switch to the west bound lanes of the new bridge.
Grading and paving of the bridge approaches will take up much of the work before the new bridge accepts the head-to-head traffic flow. Restrictions on access to Island Drive in Fort Pierre will also be reestablished this spring. Right hand in and right hand out only. As we get closer to winter, regular traffic will begin on both lanes of the new bridge.
Baker says demolition of the current bridge will start late this summer and last into next year. The substruction of the existing bridge will be removed below the river flow line. Concrete will be lowered onto transport barges, steel torch cut and lifted out by cranes and the piers removed by excavator mounted breakers and sheers. Barges will be in place to catch debris. No explosives will be utilized, if anyone was hoping for a cool show, removal will be a conscientious approach to this demolition.
The 10-foot width restriction for wide traffic will begin in April and last through the 2024 construction season taking wide loads over the Oahe Dam on State Highway 204. Traffic patterns will be maintained during the 4th of July weekend, similar to last year.
Repairs to the Bad River Bridge in Fort Pierre, south Highway 83, will be sometime this summer. The bridge will have a 10-foot width restriction while the repairs are being completed.
