MINUTES
October 15, 2015
The special meeting of the Stanley County Commission was called to order at 5:00 P.M. (CDT) by Chairman Scott Deal with Commissioners Dennis Booth, Dana Iversen, Craig Heller and Sonny Harrowa. Also present were Brenton Crane, Casey Cowan, Kayla Klemann, Danci Baker, Don Bergeson, Roger Theobald, Blake Paxton, Joel Catlin, Cody Ramsey, Kelly Holden, Brian Scott, Darby Nutter and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Craig Heller, to approve the Agenda. All voted Aye. Motion Carried.
Don Bergeson & Treg Cowan – 4-H Finals Rodeo: Don Bergeson started out by saying the 4-H Finals Rodeo went well. Weed control needs to be dealt with. Some of the bleachers need to be repaired and lighting in the arena needs to be updated, more efficient. Check with Sully County to see how they did theirs. A lot of good comments on the improvements made so far at the fairgrounds. They really appreciated the new crow’s nest.
For future rodeos, 3 to 4 days prior to each rodeo and after each rodeo, the arenas need to be inspected and worked as needed. The rocks in the arena need to be picked out.
Blake Paxton: River Region High School Rodeo received a Grant from SD Community Grant Foundation, Blake and Don would like to purchase some wireless speakers for the fairgrounds with this Grant. There are still Grants available for 2015 that would benefit the fairgrounds. Blake is willing to look into a Grant for new bleachers for the north end of the grandstand.
Fairgrounds Board: Chairman Scott Deal would like to clear up rumors by saying that no one has been offered a job as fairgrounds manager.
Casey Cowan and the Fairgrounds Board had a meeting September 9, 2015. They had a planning session. They thought they were setting differently with the budget. Auditor Philena Edwards explained the actual revenue, or profit, that has come into the fairgrounds and the expenses that have been paid.
Casey and the Board have talked about leasing the facility from the county and running it all on their own, getting other funding.
Brenton Crane asked what do we want to do as a group to make the fairgrounds work. It doesn’t matter what other counties do, we need to do things that work for our situation. No matter what is decided, the Commissioners have final say regarding major maintenance and repairs.
The application has been put in for horse races for 2016, however, they are run solely by the Chamber of Commerce. Therefore, if approved, six weeks of the year belongs to the Chamber for the horse races.
There is a beach comber in Sioux Falls, Roger will contact them for price, not to exceed $3,000.00, and availability. Don stated he would even pitch in a little to get the arenas cleaned out again.
Discussion: Old Highway 14/34, according to the State, has been abandoned as per state law. It is up to the county to determine ownership, but in all likelihood, it would revert to the adjoining landowner. The county would like the old highway from Hayes Road to Hayes Hall to remain the county’s property. Will have Tom P. Maher make sure documentation is completed correctly.
Also discussed maintenance/custodial in the courthouse. There was a couple water issues, but, because the regular maintenance person, Ricky Sass, has a set split-shift, he was not around, therefore it was dealt with the best it could be until he came back in. Will discuss this more with Ricky during the November 3, 2015 regular commission meeting.
RDO Equipment Co put a bid packet together for Brookings County for a John Deere 772GP Grader. Will have Highway Superintendent Lee Smith review this bid and the bid from Butler. Lee and the operator of the new grader will decide which grader is a better fit.
