MINUTES
JUNE 4, 2013
The regular meeting of the Stanley County Commission was called to order at 5:05 p.m. (CDT) by Chairman Iversen with Commissioners Dennis Booth, Scott Deal, Ronnie Heckenlaible and Brian Scott present. Auditor Karen Sharp, State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Assistant Director of Equalization David Reiss, Emergency Management Director Rob Fines, Highway Superintendent Leo Sullivan, Marian Atkins, Louis “Bud” Jorgensen, Dawn Sass, D. D. Jacobson, Aaron Doolittle, Angie Doolittle, Mark Morris, Dawn Magee, Bob Clark, Zach Clark, Lonnie McKittrick, Tom Garrity, Lura Kirkpatrick, Don Kirkpatrick, and Marcus Traxler were also in attendance. The meeting began with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Booth, second by Heckenlaible, to approve the Agenda. All voted Aye. Motion carried.
MINUTES: Motion by Scott, second by Deal, to approve the Minutes of May 7, 2013, and May 14, 2013, with the following corrections to the minutes of May 7, 2013, to-wit: Beth Dutt was in attendance at the May 7, 2013, meeting, and the motion for the 2013-10 Haskins Plat was moved by Scott, second by Deal to approve the 2013-10 Haskins Plat as set forth in Resolution 2013-10.
Treasurer and Auditor reports were reviewed, and Deputy Auditor Philena Edwards incremental pay raise to $13.20 per hour commencing May 16, 2013 was noted.
CLAIMS: Motion by Booth, second by Heckenlaible, to approve the claims as presented including the claim of Charles Humphrey in the sum of $937.50. All voted Aye. Motion carried.

Marian Atkins gave an update as to programs offered by the Bureau of Land Management.
HIGHWAY DEPARTMENT: Damage to War Creek Road was discussed. Motion by Scott, second by Deal, to declare an emergency at War Creek Road and authorize Highway Superintendent Leo Sullivan to obtain quotes for repairs. All voted Aye. Motion carried. Motion by Scott, second by Heckenlaible, to declare 1998 Freightliner and 2003 Freightliner trucks, 2001 Dodge pickup and 1999 Dodge pickup surplus to be sold at auction, and to also declare scrap iron surplus. All voted Aye. Motion carried. Discussion was had with Aaron and Angie Doolittle regarding section line matter.

EMERGENCY MANAGEMENT Director Rob Fines discussed Homeland Security Grants and the possible need for county sirens.
Jared Groos of Grow South Dakota, a/k/a NESCDCAP/NESDEC, reported on the programs available through Grow South Dakota and expressed the hope that Stanley County would continue to help fund the program.
HEALTH INSURANCE representatives gave presentations and quotes for health insurance for Stanley County employees for the coming year.
Representatives of the Four-Corners Volunteer Fire Department presented a budget request for 2014.
FAIRGROUNDS work was discussed, and the Commissioners expressed their gratitude and thanks to all volunteers and vendors who donated time, equipment and services to get the fairgrounds project finished by June 1, 2013.
