July 10, 2018
The regular meeting of the Stanley County Commission was called to order at 5:15 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were Treasurer Peggy Dougherty, Deputy Treasurer Susan Freeman, Highway Superintendent Lee Smith, Charles Russell, Jessie Russell, Zach Clark, Clark Insurance, Scott Schweitzer, Brosz Engineering, Rick Cronin, Fort Pierre Fire Department, Deb Schiefelbein, Dave Askins, Capital Journal, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Auditor Burtch requested to amend the Agenda to add Brosz Engineering for the Bridge Improvement Grant Resolutions: Motion by Sonny Harrowa, second by Dennis Booth, to amend the Agenda by adding Brosz Engineering for the Bridge Improvement Grant Resolutions. All Voted Aye. Motion Carried.

County Employee Health Insurance: Zach Clark, Clark Insurance, presented the Commissioners with different plan options. The basic consent of the Commissioners is to go with a plan that is best for the employees and the tax payers.
Motion by Dennis Booth, second by Craig Heller, to accept Wellmark Blue Cross and Blue Shield quote for county employee health insurance to begin August 1, 2018. All voted Aye. Motion Carried.
Brosz Engineering-Bridge Improvement Resolutions: Scott Schweitzer has been working with Lee Smith on the Bridge Improvement Grant (BIG) to replace Dan Powell Creek Bridge and repair Plum Creek Bridge, both are on Bad River Road. SDDOT will meet in late March, early April, to decide how much funding will be allowed per project.
Bridge inspections are completed and a rating is placed on each bridge. The lower the rating number, the higher priority for replacement or repairs. Grant funding is specific to replacing or repair.
Motion by Dennis Booth, second by Craig Heller, to accept and approve Chairman Iversen to sign Bridge Resolution 59-219-391 and 59-339-327. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commissioners with a report of work performed for the month of June, 2018, which includes hauling and laying gravel on multiple roads, weed control, mowing ditches and repairing a flood/washout on Hayes Road. The gravel crushing project is going well. The latest gravel test came back good.
New County Pickup: The new Highway Department pickup has been ordered. It is a 2018 Dodge Ram 2500 3/4 ton 4x4 crew cab.
3-Point Boom Mower: Lee explained that a 3-point boom mower attaches to a tractor, it can reach farther down the ditches. A new one costs $70,000.00, however, he found a good used one, 2005 Land Pride boom mower, for $2,500.00.
Motion by Craig Heller, second by Mike Kenzy, to purchase a 3-Point Boom Mower, not to exceed $2,500.00. All voted Aye. Motion Carried.
Fairgrounds: The 4th of July Rodeo went well. Auditor Burtch explained that the Fairgrounds was awarded a Fort Pierre Development Corporation “Fix Up, Clean Up Community Development Grant” valued at $4,000.00. Plans are already being made for the outer west side of the Grandstands.
Executive Session – Personnel – SDCL 1-25-2(3): Motion by Mike Kenzy, second by Dennis Booth, to go into Executive Session-Personnel-SDCL 1-25-2(3) at 6:37 P.M. All voted Aye. Motion Carried.

Executive Session – Care of Poor – SDCL 28-13-1: Motion by Mike Kenzy, second by Sonny Harrowa, to go into Executive Session-Care of Poor-SDCL 12-13-1 at 5:49 P.M. All voted Aye. Motion Carried.

Verendrye Museum Wireless Internet: The Verendrye Museum is in the process of getting wireless internet services set up from the Log Cabin to the Train Depot. To utilize the service at the museum a disc plate would need to be mounted on the Courthouse for clearance of obstruction to the top of the museum. The Commissioners don’t see a problem with a disc plate being mounted to the courthouse for this purpose.
West Central Electric-County ROW Occupation: West Central Electric sent a letter informing the Commissioners of their plans of converting 10 miles of overhead line to underground line along Highway 14 North of Midland, crossing 3 roads in Stanley County. They also intend to bore under Bad River Road with underground power line and trench across 219th and 220th Streets.
WIC Secretary Travel: The Stanley County WIC Secretary will be traveling to Fort Thompson Clinic to assist the County Health Nurse July 5, 19 & 24, 2018.
Marie Kota Raffle: Maria Kota, a Stanley County graduate, has been invited to study nursing abroad in England. Her family requested permission to conduct a raffle to help with expenses. She leaves August 2, 2018.
Motion by Sonny Harrowa, second by Craig Heller, to approve and allow Maria Kota to conduct a raffle. Harrowa voted Aye. Heller voted Aye. Kenzy voted Aye. Booth voted Nay. Motion Carried.
