The special meeting of the Stanley County Commission was called to order at 5:30 p.m. (CST) by Chairman D. D. Jacobson with Dennis Booth, Marsha Davenport, Dana Iversen and Brian Scott present.  Also present were Director of Equalization Don Wiedemer, Highway Superintendent Leo Sullivan, States Attorney Tom P. Maher, Auditor Karen Sharp, Alfred Haugen of Central South Dakota Enhancement District, Tom Rose and Dwayne Prince.
AGENDA:  Motion by Scott, seconded by Booth to approve the agenda.  All voted Aye.  Motion carried.

MINUTES:  Correction to minutes of December 6, 2011, Motion by Booth, seconded by Scott, to approve and authorize Chairman Jacobson to sign the County Health Nurse Contract for 2012.  Motion by Booth, seconded by Scott, to approve the Minutes of December 6, 2011, as corrected.  All voted Aye.  Motion carried

CONTINGENCY TRANSFERS: 
Motion by Davenport, seconded by Booth, that the Stanley County Commission hereby resolves to transfer from the General Fund Contingency to cover the following budgets:  Director of Equalization $1,545.00; Animal Control $59.00; Jail $14,503.00; and WIC $513.00.  All voted Aye.  Motion carried.

AUTOMATIC SUPPLEMENTS: 
Motion by Iversen, seconded by Scott, that the Stanley County Commission hereby resolves to approve automatic supplements to reflect Grant Funds that were received, to-wit:  $91,932.82 FEMA Grant Disaster Assistance to Road and Bridge; and $141,343.95 90/10 Funding to Road and Bridge.  All voted Aye.  Motion carried.

REDISTRICTING: 
  Al Haugen of the Central South Dakota Enhancement District, presented redistricting options and will draw up a precinct map.  Motion by Scott, seconded by Davenport, to accept Option 5 for redistricting.  All voted Aye.  Motion carried.  Motion by Booth, seconded by Iversen, to adopt and declare first reading of Ordinance No. 2011-01 Defining Election Districts.  All voted Aye.  Motion carried.
ORDINANCE NO. 2011-01AN ORDINANCE OF STANLEY COUNTY, SD, DEFINING ELECTION DISTRICTS
BE IT ORDAINED BY STANLEY COUNTY, SD:Stanley County shall be divided into five commissioner districts, designated respectively as District One, Two, Three, Four and Five.  The districts shall be described with certain street or avenue designations or other landmarks that border the districts.  Any reference to street or avenue below shall mean an imaginary line running down the approximate middle of each street or avenue.  The commissioner districts of Stanley County are as set forth below and shown in the Commissioner District map thereof.  Any discrepancies shall be resolved by reference to the attached Commissioner District map rather than the physical descriptions set forth herein.  Any previous Commissioner Districts are replaced by those described herein and on the attached Commissioner District map.
Commissioner District One shall include all of that part of Stanley County lying north of a line beginning at the west limits of the County and running east along SD Highway 34 and US Highway 14 until intersecting with Cut-Across Road; thence running north along Cut-Across Road until intersecting with Mud Road; thence following Mud Road east and then south until intersecting with US Highway 14; thence following US Highway 14 Southeast until intersecting with Laramie Trail; thence following Laramie Trail north until intersecting with Lindsay Trail; thence following Lindsay Trail Southeast until intersecting with SD Highway 1806; thence following SD Highway 1806 North until intersecting with Rousseau Avenue; thence following Rousseau Avenue East until intersecting with Hamilton Court; thence running north along Hamilton Court until intersecting with the northern limit of Section 21-Township 5 N-Range 31 E; thence running east along the northern limit of Section 21-Township 5 N-Range 31 E and ending at the Missouri River/Lake Sharpe. PUBLIC HEARING – HAYES STREET VACATION:  Tom Rose present as one of the Petitioners, and Dwayne Prince on behalf of the 4-Corners Fire Department.  Director of Equalization Don Wiedemer reviewed the proposed plat.  Motion by Scott, seconded by Iversen, to approve Resolution #2011-06 Plat of Street Vacation, Hayes, SD.  All voted Aye.  Motion carried.

SALARIES/WAGES 2012: 
Motion by Davenport, seconded by Booth, to give a $0.40 per hour  raise for all county employees, plus an additional $0.31per hour raise as previously approved to highway department workers for 2012.  Roll call vote:  Booth-Aye; Davenport-Aye; Iversen-No; Scott-No; Jacobson-Aye.  Motion carried.  Motion by Booth, seconded by Davenport to give commissioners $0.40 per hour raise for 2012.  Roll call vote:  Booth-Aye; Davenport-Aye; Iversen-No; Scott-No; Jacobson-Aye.  Motion carried.
SALARY                                                                      RESOLUTION 2011-05
            WHEREAS, SDCL requires the Board of County Commissioners to designate the number of Deputies andClerks and to set their salaries.
THEREFORE BE IT RESOLVED by the Board of Stanley County Commissioners, that the salary of all new employees be set upon hiring.  Judges and Clerks of Elections, $9.10 per hour, $10.00 for Election schooling, plus mileage for rural Election workers;  Mileage rate for all county employees, 37 cents per mile;  Commissioners have the option of participating in the health insurance plan at their own expense.\
BE IT FURTHER RESOLVED that all highway maintenance employees will work five (5), 10-hour days from May 1--September 30 and four (4), 10-hour days from October 1--April 30.
The following salaries shall be paid in 2012: Dennis Booth, Commissioner, $8,863.96; Marsha Davenport, Commissioner, $8,863.96; Dana Iversen, Commissioner, $8,863.96; D. D. Discussed application for permit being drafted by Wiedemer, lease formerly with Corps now Game, Fish and Parks, and development of a wish list by next meeting to be given to Economic Development who will get volunteers to do work.

HIGHWAY DEPARTMENT: 
Discussed payment of materials, equipment and labor during the flood.  Chairman Jacobson will discuss the matter with Rob Fines, Emergency Management.

BAD RIVER ROAD: 
Discussed the agreement with the State of SD.  Sullivan, Iversen and Maher will work on a plan as what may be done.

GRASSLANDS/RICHLAND RESERVOIR: 
Reviewed letter from Fort Pierre National Grasslands
