MINUTES

April 23, 2019

 

The special meeting of the Stanley County Board of Equalization was called to order at 5:02 p.m. (CT) by Chairman Dana Iversen, with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa present. Commission Mike Kenzy was absent. Also present were State’s Attorney Tom P. Maher, Director of Equalization Roger Fuller, Highway Superintendent Lee Smith, Robert Garrity, Gloria Garrity, Gerick McComsey, Chris Stanley, Tom Mertz, Lucas Solberg, Paula Alexander, Reid Widvey, Capital Journal Dave Byrnes, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

 

AGENDA:  Motion by Sonny Harrowa, second by Dennis Booth, to approve the Agenda.  All voted Aye.  Motion Carried.

Record #10490: Motion by Dennis Booth, second by Sonny Harrowa, to approve reduction of structure value from $151,620 to $25,000 for Rec #10490. All voted Aye. Motion Carried.

 

Record #8250: Motion by Sonny Harrowa, second by Craig Heller, to approve to change legal NC5 and reduce value from $59,198 to $46,546 for Rec #8250. All voted Aye. Motion Carried.

Record #9380: Motion by Craig Heller, second by Dennis Booth, to approve reduction of value from $1,156,704 to $394,450 for Rec #9380. All voted Aye. Motion Carried.

 

Elderly/Disabled Assessment Freeze: Motion by Sonny Harrowa, second by Dennis Booth, to approve the list of 9 residents who qualify for the Elderly/Disabled Assessment Freeze. All voted Aye. Motion Carried.

 

Disabled Veterans Property Tax Exemption: Motion by Sonny Harrowa, second by Craig Heller, to approve the list of 8 residents who qualify for the Disabled Veterans Property Tax Exemption. All voted Aye. Motion Carried.

 

Tax Exempt: Motion by Craig Heller, second by Dennis Booth, to approve the list of Tax Exempt properties; Grace Lutheran Church, Hayes Four Corners Fire Department, Fort Pierre Volunteer Firefighters Assoc., Casey Tibbs Foundation, Hayes Community Hall, Kirley Hall, Masonic Cemetery, Mission Ridge Cemetery Assoc., Moose Lodge #1813, Stanley County Post 20 American Legion, Wakpa Sica Historical Society, West River/Lyman-Jones Rural Water Systems, Chapter of Calvary Cathedral, Fort Pierre Congregational Church, St. John’s Catholic Church, Little Brown Church on the Prairie. All voted Aye. Motion Carried.

 

These assessments are for 2019 taxes payable in 2020.

 

Adjourn: Motion by Sonny Harrowa, second by Dennis Booth, to adjourn from Board of Equalization at 5:38 pm (CT). All voted Aye. Motion Carried.

 

Meeting of the Stanley County Commissioners was called to order by Chairman Iversen at 5:39 P.M.

 

Fairgrounds Parking Lot: Motion by Craig Heller, second by Dennis booth, to accept and award the Bid from Sharpe Enterprises, in the amount of $232,500 for the Fairgrounds Parking Lot. All voted Aye. Motion Carried.

 

Soil Stabilization: Motion by Craig Heller, second by Dennis Booth, to accept soil stabilization quote from Loiseau Construction, Inc., not to exceed $17,000 per mile, for Cut-Across Road. All voted Aye. Motion Carried.

 

Adjourn: Motion by Craig Heller, second by Sonny Harrowa, to adjourn at 6:16 P.M. All voted Aye. Motion Carried.
