The regular meeting of the Stanley County Commission was called to order at 5:00 P.M. (CT) by Chairman Craig Heller with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Director of Equalization Matthew Riter, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Game Fish & Parks Joe Kierl, Hughes/Stanley County Emergency Management AJ Rounds, Nick Dooley, Lori Jacobson, Fort Pierre Chamber of Commerce Shane Kramme, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Conflict of Interest Declaration: No Conflict of Interest was declared.
Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for March 2025 is $12,893.40, Wheel Tax collection is $9,612.25, and delinquent taxes to collect is $44,677.86. The new motor vehicle system went live a month ago and has proven to be an improvement to the old system, with some growing pains, but working through it.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the Budget Expenditure Report showing each department’s expenses as of February 28, 2025, and Outstanding Disbursements as of April 1, 2025.
2024 Annual Report: Auditor Burtch presented the Commissioners with the 2024 Annual Report.

Game Fish & Parks Annual Animal Damage Control Report: Joe Kierl presented the Commissioners with the Wildlife Damage Management 2024 Annual Report, we extend our gratitude to the landowners, partners and dedicated staff who have played a crucial role in our collective efforts.
In 2024, Stanley County had 31 requests for assistance with prairie dog towns, a few beavers, 136 coyotes, two deer fences, however, there were not any elk complaints.

Set County Board of Equalization Meeting – Tuesday April 15, 2025 at 5:00 P.M.
Fairgrounds: Cuckler Barn Door: Motion by Dana Iversen, second by Sonny Harrowa, to accept and approve proposal from Overhead Door in the amount of $5,410.00, to replace the big door on the Cuckler Barn. All voted Aye. Motion Carried.
Drill Stem Pipe: Scott Deal would like to reuse the tin from the barns roofs old tin to build more outside stalls. Motion by Mike Kenzy, second by Sonny Harrowa, to approve the purchase of 120 – 2 7/8” drill stem pipe at $55.00 per stick, not to exceed $6,600.00. All voted Aye. Motion Carried.
Roofing update on Barns: Scott Deal informed the Commission that Capital City Roofing has completed the new roof on the Grandstand and the new roof on the Schomer Barn is almost done.
Highway Department – Lee Smith informed the Commission that he has been talking with Hughes County Highway Department about using a sheeps foot to rip the county roads, then use a packer to re-pack the roads. Commissioner Harrowa stated that this process has not been working, Hughes County has had a lot of issues with making it work. Lee stated that since we have been getting moisture, our highway crew will be working the roads more. The highway department is working on replacing old, faded and missing 911 signs. The load limit signs have been ordered. Lee has been looking for a speed limit resolution.
Scraper Tractor: Lee Smith is looking at a 2006 Challenger 2-track tractor with 5,000 hours for $150,000.00, to pull the scraper.
Venture Communications ROW Permit Extension: Motion by Dana Iversen, second by Mike Kenzy, to approve Venture Communications Right-of-Way Permit Extension through 2025. All voted Aye. Motion Carried.
Abatements: Record #8416 – Motion by Sonny Harrowa, second by Gary Grittner, to approve Abatement and refund request for Record #8416 in the amount of $143.30, 2024 Taxes Due and Payable 2025, as mobile home was removed from Stanley County July 2024. All voted Aye. Motion Carried.
Record #10433 – Motion by Dana Iversen, second by Mike Kenzy, to approve Abatement and refund request for Record #10433 in the amount of $97.82, 2024 Taxes Due and Payable 2025, as an error was made as complainant has no taxable interest in the property. All voted Aye. Motion Carried.
Record #10679 – Motion by Mike Kenzy, second by Dana Iversen, to deny Abatement request for Record #10679. All voted Aye. Motion Carried.
Emergency Management Agreement: Hughes County has not discussed the proposal of a Stanley County part-time deputy emergency manager, so no action was taken.
Oahe Riding Club Annual Raffle: Motion by Dana Iversen, second by Sonny Harrowa, to approve Oahe Riding Club Annual Raffle. All voted Aye. Motion Carried.
Lake Sharp Hunt Safe Inc. Annual Raffle: Motion by Gary Grittner, second by Mike Kenzy, to approve Lake Sharp Hunt Safe Inc. Annual Raffle, April 1-July 15, proceeds used for hunter safety supplies, equipment, ammo, and more. All voted Aye. Motion Carried.
Easter Holiday: Motion by Dana Iversen, second by Gary Grittner, to approve Administrative Leave for Good Friday, April 18, 2025, in observation of the Easter Holiday. All voted Aye. Motion Carried.

Discussion: Auditor Burtch stated that the school has an internship program that could benefit the County and students. This program would get more students involved in County Government and give them other options to stay local. This would be a positive step for our community. More information will be gathered.
War Creek Waterline Project began March 20th. The project would authorize installation of approximately 10 miles of buried waterline as well as 14 water tanks and 6 water lots on the Fort Pierre National Grassland in Jones and Stanley County.
The week of April 7th, SDDOT crews will begin the placement of polymer deck seals on the Bad River Bridge on US Highway 83 South. They will also be replacing concrete approach slabs to the Bad River Bridge to smooth out travel over the bridge. New sidewalk railing, grinding and patchwork and applying deck seals. Traffic will be carried across the bridge with a 10-foot width restriction. This project should take about 2 months. Then crews will move to a bridge on US Highway 14/63, south of Hayes. During work hours, traffic over the bridge will be done by stop-and-go signage with a 14-foot width restriction. This project should take about 2 weeks.
Governor Rhoden’s homeowner tax relief proposal – Each county commission would have the option to directly reduce owner-occupied property taxes by replacing the revenue with a county sales tax up to .5%.
