STANLEY COUNTY COMMISSION

MINUTES

SEPTEMBER 24, 2019

 

The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen with Commissioners, Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa. Also present were Highway Superintendent Lee Smith and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

 

AGENDA:  Motion by Craig Heller, second by Sonny Harrowa, to approve the Agenda.  All voted Aye.  Motion Carried.

 

John Deere Tractor with Diamond Mower & Snow Blower: Lee Smith explained that the John Deere tractor and mower that is used by the highway department is more than 20 years old, it is tired. Lee has received a quote for a 2019 John Deere Tractor with a Diamond Mower. Lee has looked at snow blowers that will attach to a loader. This subject has been tabled until October 1, 2019, Commission Meeting.

 

ADOPT BUDGET:  Motion by Craig Heller, second by Sonny Harrowa, that the Provisional Budget as amended, and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2020, and ending December 31, 2020.  All voted Aye.  Motion Carried.

RESOLUTION 2019 – 10

ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA

 

Whereas, SDCL 7-21-5 thru 13, provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and

Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and

Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.

 

NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2020, and ending December 31, 2020, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 24th day of September, 2019.

The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor, Stanley County, South Dakota.  The accompanying taxes are levied by Stanley County for the year January 1, 2020, through December 31, 2020.

Contingency Transfer – Resolution 2019-12: Motion by Dennis Booth, second by Craig Heller, to approve Resolution 2019-12, Contingency Transfer – Fairgrounds Equipment as it reads. All voted Aye. Motion Carried.

RESOLUTION 2019–12

CONTINGENCY TRANSFER

 

WHEREAS, insufficient appropriation was made in the 2019 adopted budget for the Fairgrounds department to discharge just obligations of said appropriations: and

 

WHEREAS SDCL 7-21-32.2 provides that transfers be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

 

THEREFORE BE IT RESOLVED that the appropriation be transferred from the contingency budget to the Fairgrounds department budget 101-112-429.00 (Commissioners) $30,000.00 – Expenditure budget 101-524-434.30 (Equipment) in the sum of $30,000.00.

 

Motion by Dennis Booth, second by Craig Heller, to approve Contingency Transfer in the amount of $30,000.00 to Fairgrounds Department - Equipment. All voted Aye. Motion Carried.

Executive Session – Care of Poor – SDCL 28-13-1: Motion by Mike Kenzy, second by Dennis Booth, to go into Executive Session-Care of Poor-SDCL 28-13-1 at 5:36 P.M. All voted Aye. Motion Carried.

Chairman Iversen declared to reconvene at 5:38 P.M.

Motion by Sonny Harrowa, second by Dennis Booth, to approve Care of Poor Case #3668 in the amount of $103.09. All voted Aye. Motion Carried.

Executive Session – Personnel – SDCL 1-25-2(1): Motion by Sonny Harrowa, second by Mike Kenzy, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 5:39 P.M. All voted Aye. Motion Carried.

Chairman Iversen declared to reconvene at 5:46 P.M.
