STANLEY COUNTY COMMISSION MEETING MINUTES

MARCH 26, 2020

The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen with Commissioners Craig Heller and Sonny Harrowa present. Also present by telephone were Commissioners Dennis Booth and Mike Kenzy. Judge Tara Adamski, Clerk of Courts Brooke Cronin, Peggy Dougherty, Susan Freeman, KCCR Zach Nelson, Capitol Journal Joseph Barkoff and Auditor Philena Burtch.

AGENDA:  Motion by Sonny Harrowa, second by Craig Heller, to approve the Agenda.  Roll Call Vote: Booth voted Aye; Kenzy voted Aye; Heller voted Aye; Harrowa voted Aye; Iversen voted Aye.  Motion Carried.

Courthouse Temporary Closing to Public – COVID-19: Motion by Craig Heller, second by Sonny Harrowa, to approve the Temporary Closing of the Stanley County Courthouse to the Public effective Monday, March 30, 2020. Roll Call Vote: Booth voted Aye; Kenzy voted Aye; Heller voted Aye; Harrowa voted Aye; Iversen voted Aye. Motion Carried.

In light of the community mitigation measures taken in response to COVID-19, Stanley County Courthouse will be closed to the public at 8:00am on Monday, March 30th. A re-opening decision will be re-evaluated at the April 7, 2020, Stanley County Commission Meeting.

Court operations will remain open per the Presiding Judge and South Dakota Supreme Court Chief Justice. The Courtroom will be accessible to the public on court days. Courtroom attendees will be directed to enter through the east doors and only allowed in the courtroom area.

Stanley County reminds residents options are available to conduct business online, by mail, at remote locations and by phone, depending on the specific business transaction.

Offices will remain fully staffed and will continue to perform their duties to the public to the best of their abilities.

Commission Room Video Enhancements: The City of Fort Pierre would like to install 2 tv screens and a camera in the Commission Room. The tv’s would be setup in the southwest corner and northeast corner by the breakroom, so all that are seated at the table and the audience has line of site. The camera setup would view those seated at the table. Setup would be for presentations and video conferencing only, no recording or broadcasting capabilities. 

The Commissioners did not take any action. They would like addition clarification.
