STANLEY COUNTY COMMISSION

MINUTES

April 12, 2016

 

The special meeting of the Stanley County Board of Equalization was called to order at 5:11 p.m. (CDT) by Chairman Dana Iversen, with Commissioners Dennis Booth, Scott Deal and Sonny Harrowa present. Commissioner Craig Heller was absent. Also present were Director of Equalization Roger Fuller, State’s Attorney Tom P Maher, Barry and Kathy Heiss, Aaron Brewer, Capital Journal Lee Zion and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

 

AGENDA:  Motion by Dennis Booth, second by Scott Deal, to approve the Agenda.  All voted Aye.  Motion Carried.

 

Barry & Kathy Heiss: Mr. Heiss questioned property tax increase for their house. Director of Equalization discovered their lot was under assessed, it is now comparable with other lots in their neighborhood.

 

Vintage Square Estates: Mrs. Heiss questioned property taxes for lots that are not selling, just doesn’t seem fair to be this high for an empty lot. Also questioned a 10’ easement, which should not be taxed as it is a City easement. Director of Equalization will look at Lots 11, 12 and 13 and check valuations.

 

Barry & Kathy Heiss – Record #9619 - Motion by Dennis Booth, second by Scott Deal, to deny this appeal of assessment because their assessment is correct. All voted Aye. Motion Carried.

 

Vintage Square Estates – Record #9271 – Motion by Dennis Booth, second by Sonny Harrowa, to approve this appeal to reduce the assessment by $5,000.00. All voted Aye. Motion Carried

 

DEDE Ventures – Record #8253 – Motion by Dennis Booth, second by Sonny Harrowa, to approve this appeal to reduce assessment value from $236,332 to $207,667. All voted Aye. Motion Carried.

 

Gene Hawk – Record #7387 - Motion by Dennis Booth, second by Scott Deal, to deny this appeal of assessment as the assessment is correct. All voted Aye. Motion Carried.

 

Omar Munoz – Record #7544 - Motion by Sonny Harrowa, second by Dennis Booth, to approve this appeal to reduce the assessment from $775,500 to $611,450. All voted Aye. Motion Carried.

 

Usten Group LLC – Record #9075 - Motion by Scott Deal, second by Dennis Booth, to approve this appeal to reduce the assessment from $432,891 to $335,041. All voted Aye. Motion Carried.

 

Don Lammon – Record #6863 - Motion by Scott Deal, second by Sonny Harrowa, to approve this appeal to reduce the assessment from $66,640 to $62,950. All voted Aye. Motion Carried.

 

Brass Tac Properties – Record #2074 - Motion by Sonny Harrowa, second by Dennis Booth, to approve this appeal to reduce the assessment from $116,470 to $35,574, as house was removed. All voted Aye. Motion Carried.

 

Brad Clark – Record #4242 – Motion by Dennis Booth, second by Scott Deal, to add omitted Property to Tax Roll, Assessed Structure Value in the amount of $40,000, to tax roll 2015 payable 2016. All voted Aye. Motion Carried.

 

Paula Lind – Record #7569 – Motion by Scott Deal, second by Sonny Harrowa, to approve abatement 16-05 reducing assessment from $116,175 to $100,414, due to garage being destroyed in high winds in 2015, for 2015 taxes payable 2016. All voted Aye. Motion Carried.

 

Arlette Hall – Record #9721 – Motion by Dennis Booth, second by Scott Deal, to update to Owner Occupied Status, assessment value remains the same. All voted Aye. Motion Carried.

 

Elderly/Disabled Assessment Freeze – Motion by Scott Deal, second by Dennis Booth, to approve the list of 14 residents who qualify for the Elderly/Disabled Assessment Freeze. All voted Aye. Motion Carried.

 

Disabled Veterans Property Tax Exemption – Motion by Sonny Harrowa, second by Scott Deal, to approve the list of 4 residents who qualify for the Disabled Veterans Property Tax Exemption. All voted Aye. Motion Carried.

 

Tax Exempt – Motion by Scott Deal, second by Dennis Booth, to approve the list of Tax Exempt properties, such as churches, the fire department, etc. All voted Aye. Motion Carried.

 

These assessments are for 2016 taxes payable 2017, unless specified with explanation.

 

Adjourn: Motion by Sonny Harrowa, second by Scott Deal, to adjourn at 5:56 pm (CT) from Board of Equalization. All voted Aye. Motion Carried.

 

Meeting of the Stanley County Commissioners was called to order by Chairman Dana Iversen at 5:57 pm.

 

Central South Dakota Enhancement District: Motion by Dennis Booth, second by Scott Deal, to accept the GIS Parcel Database Development Technical Assistance Agreement as presented, and approve Chairman Iversen to sign. All voted Aye. Motion Carried.

 

Fairgrounds: Motion by Scott Deal, second by Sonny Harrowa, to approve hiring Aaron Brewer as Fairgrounds Manager/Maintenance, starting salary of $45,000.00, with 3 - $1,000.00 pay increases within 12 months, depending on work performance and Commissioner approval, plus benefits and COL raise as approved for all county employees. All voted Aye. Motion Carried. Aaron Brewer will begin his new duties on May 2, 2016.

 

The beach comber will be at the fairgrounds May 9, 2016, to comb the arenas.

 

DISCUSSION: Commissioners discussed the gravel crushing bids. One company bid for three pits, whereas the other company bid for two pits. A comment was also made that the specifications were not clear.

Motion by Scott Deal, second by Dennis Booth, to reject both gravel crushing bids. All voted Aye. Motion Carried.

 

Motion by Dennis Booth, second by Sonny Harrowa, to re-write, clarifying specifications, and submit for re-bid. All voted Aye. Motion Carried.

 

ADJOURN:   Motion by Sonny Harrowa, second by Dennis Booth, to adjourn at 7:32 pm (CDT).  All voted Aye.  Motion Carried.
